OWNERSHIP AND MANAGEMENT POLICY

  1. Institutional Responsibility and Publisher

This journals are published within the institutional framework of the parent university/department. The publishing unit provides institutional oversight and supports long-term operational and financial continuity. Collaborations with professional associations form part of publishing arrangements, while editorial decisions remain subject to independent assessment procedures and publication ethics policies. Institutional responsibility for journal management is distinct from article copyright, which is governed by separate Copyright and Licensing policies.

  1. Editorial Management

Scholarly governance is led by the Editor-in-Chief, supported by Handling Editors, Editorial Board members, and External Reviewers.

  • Editor-in-Chief: Oversees scholarly direction, academic standards, publication policy enforcement, and handling of ethical concerns.
  • Handling Editors: Assess initial submissions, select qualified independent reviewers, coordinate peer review, and recommend editorial decisions.
  • Editorial Board: Provide domain expertise, advise on publishing standards, and undertake manuscript assessment when unconflicted.
  • External Reviewers: Provide independent expert assessments. Reviewer recommendations inform but do not replace authorized editorial decisions.
  1. Administrative and Technical Management

The editorial office coordinates administration and operational workflow. Key responsibilities include:

  • Maintaining submission and editorial correspondence records.
  • Coordinating copyediting, layout, proofreading, and publication scheduling.
  • Maintaining accurate article metadata and journal information.
  • Coordinating technical maintenance of the publishing platform.
  • Monitoring digital preservation deposits through official archiving networks.

Access to confidential submissions is strictly restricted according to role. Administrative staff do not possess authority to make scholarly decisions.

  1. Editorial Independence

Manuscript decisions are strictly based on scope relevance, scholarly quality, originality, evidence sufficiency, and ethics compliance. Institutional affiliation, association membership, financial contributions, publication fees, or personal relationships must not determine acceptance or rejection. The publisher must respect independent editorial decisions. Editors must recuse themselves from conflicted submissions. Submissions by editorial board members must be handled independently.

  1. Accountability and Contact

Inquiries regarding journal management or procedures may be directed to the editorial office through official channels. Concerns regarding an editor will be referred to an independent handler. Matters involving the Editor-in-Chief will be referred to executive institutional leadership.
